Lundi 17 novembre, lors d\u2019une conf\u00e9rence \u00e0\u00a0 Paris organis\u00e9e  par le Forum for New Diplomacy, l\u2019ancien secr\u00e9taire g\u00e9n\u00e9ral  de l\u2019ONU (1997-2006) a propos\u00e9 cette mesure pour tarir les ressources  des milices et des pays qui tentent de contr\u00f4ler le Nord-Kivu, importante  province mini\u00e8re de la RDC. Kofi Annan a \u00e9galement plaid\u00e9 pour une intervention militaire    internationale d\u00e9cisive. \u00c2\u00ab Je sais qu\u2019il est difficile pour    les pays occidentaux d\u2019en convaincre leur \u00e9lectorat, a-t-il expliqu\u00e9.
